Arthur Owen (born 23 March 1915 and died 27 April 2002) was a British racing driver who participated in the 1960 Italian Grand Prix in a privately entered Cooper. He crashed on the first lap of the race due to a brake failure.

Prior to his Formula One debut, he set the fastest time of the day at the 1959 Brighton Speed Trials in a 2-litre Cooper-Climax car. Later that month, he competed in a non-championship race at 1959 International Gold Cup at Oulton Park, but crashed on the second lap.

After his brief Formula One outing in 1960, he continued to race in a variety of events. In 1962, he won the British Hill Climb Championship. He also qualified on pole position for Macau Grand Prix that year, but crashed early in the race.
